What seems to be working: Educational tone
By impersonal I had meant without and underlying prejudices, which happens when it becomes educational, like a factual documentary, information piece. It is only towards the end, that there is a hint of an opinion. (Aliens are never disliked, but they are not us; when aliens are referred to as 'them' and 'we are not them'.)
It is still being broad-casted by an authority: The Bureau for Strategic Alien Identification Authority of India, BSAIAI
